Well Guys...... 
I just put a few decals on my Butterfly/Sailplane/Rebuild.  I did not have a good session.  I used Krylon Crystal Clear as the manufacturer states in their directions. (This will be electric so I did not try Lustrekote).  I rebounded from the problem and everything went good after this extra effort. Cool

I believe some "dust specks" or "fish eyes" may have thinned the coverage at the specks and water got in.

My second effort was:
1.  Do NOT use warm water.... room temp is good.
2.  I re-sprayed with another coat of Krylon..... and put the decals on as soon as the coat would not "smear" the gloss finish.   I believe the "not cured hard" second coat........and the covering of dust specks did the trick.

*****  I realize this is a PIA process if you let it be. Roll Eyes  I have more time than money........so I mess with it and enjoy doing it!!! Grin
